Bring the water and milk to a simmer in a large saucepan over medium heat. Meanwhile, melt the butter in a 12 inch skillet over medium heat.add oats and toast, stirring constantly until golden and fragrant, about 2 mins. Stir in toasted oats to simmering liquid, reduce heat to medium low and simmer gently until mixture is very thick, about 20 minutes. Stir in salt, raisins, maple syrup and cinnamon and continue to simmer until almost all the liquid is absorbed and oatmeal is creamy, about 10 mins more.
