Preheat oven to 475 degrees FPlace sifted flour, pinch of salt, baking powder, granulated sugar, and orange rind in a bowl. Mix to incorporate air. Toss 6 ounces butter into flour and rub with fingertips until it resembles large flakes. Make a well in the center. Whisk together 3 eggs and 2 C milk and pour into center of well. With fingers, mix in a full circular movement from the center to the outside of the bowl to incorporate. Should take a few seconds. Turn dough onto floured board. Pat to 1" thickness and cut into desired shapes. Brush tops with egg wash and sprinkle tops with granulated sugar.
