Add the 3 cups water and bring to boil, simmer 10 minutes. Mix the cornmeal and buckwheat flour into the 1 1/2 cups water and gradually pour into meat mixture, stirring constantly. Cook on low heat for 10 more minutes, continuing to stir pretty much constantly. Spray a bread pan with cooking spray. Turn scrapple into pan and let it cool thoroughly. Refrigerate overnight. Slice into 16 pieces.
