Cook sugar, milk, and butter on medium heat until all of the sugar has dissolved. Turn up the heat and clip your candy thermometer to the side so that the bulb is covered, but not touching the bottom. Stir constantly until the temperature reaches 240 (softball) on the thermometer. Quickly remove the pan from the heat and add the fluff, vanilla, and chips. Stir until it's all mixed in. And then pour into a 9x13 pan.
