Preheat oven to 350 degrees. Using a stand or electric mixer, cream vegan margarine, milk, vanilla, and sugars together. In another large bowl, combine oats, flours, baking powder, and salt together. Add dry mixture a little at a time to the wet ingredients, until combined. Fold in raisins. Spoon dough onto an ungreased cookie sheet, spacing an inch apart.
