Combine the baking powder, chocolate, salt, and flour, and then add them to the mixing bowl. In a separate saucepan, heat the milk and butter, while stirring constantly, to a boil. Add to batter and beat until combined. Then add the white chocolate chips. Pour into a 9x13x2" pan. Bake at 350 for 30-40 minutes. Use toothpick to determine when it's done.When cake is still warm, poke small holes (but larger than a toothpick) into the top all the way down. Then drizzle frosting over top and let soak in.
