Cook pasta al dente.Brown ground turkey with italian seasoning and garlic, drain excess grease and add spaghetti sauce, allowing to simmer.Cream together cream cheese, sour cream, and chives.Preheat oven to 400.Spray a 13x9 glass baking dish with cooking spray.
