Bring water to a boil. Stir in grits and turn heat down to medium for about 10 minutes or until most of the water is absorbed, stirring frequently. Add 1/2 c milk, butter salt and pepper, continue stirring over low-medium heat until most of the milk is absorbed, about 2 minutes. Add the remaining milk and continue to stir until the remaining milk is absorbed, about 2 minutes. Remove from heat and stir in cheese.
