Heat oil in a large stockpot over medium-high heat. Add onion, green pepper, and garlic and saute for 2 minutes. Add herbs, spices and salt to pan; stir well to coat vegetables. Add tomatoes, broth, water, and beans. Bring mixture to a boil. Reduce heat and simmer uncovered for 5 minutes. Add couscous and continue to simmer uncovered for 5 more minutes.
