Add the onioin and bell peppers and saute until softened, about 3-4 minutes. Add the tomatoe, and garlic and saute until the tomato is softened.Toss the onion/peppers/garlic mixture into the bowl with the black eye peas and the corn, along with the lime zest and juice, vinegar, cilantro, and salt and pepper. Toss to mix. Sere immediately or cover and refrigerate up to 2 days.Also, if you plan to leave out the cilantro, you can add as much Zesty Italian sauce (to taste) to the mixture, and let it all marinate over night. Very tasty as a side dish or on its own.
