Mix flour, salt and water 'til it forms a soft dough. Roll to a quarter of an inch thick.Cut out into 6-8" diamater circles.Mix cabbage, carrots, sauces and spices in a separate bowl.Fill each circle with a tablespoon of cabbage mixture and one meatball.Fold up dough around thefilling, sealing the dough with a dab of water on each seam.Should make 8 dumplings. Place dumplings in a skillet with a small drizzle of oil and cook on med-hi for 5 min.
