Add the pressed garlic, the herbs, the pepper, and the anchovies, sautee for about 1 minute. Add the can of tomatoes and the cup of water. Allow to come to a boil. Add the shrimp and return to a simmer. Stir in the couscous and simmer for 2 minutes. Cover and let stand for 5 minutes.
