Place chilies, 1 c. boiling water, 1 pk. boulion, oregano, 1/2 t. salt & cumin in blender. Blend until smooth. Stir mixture into meat; simmer 15 min.In a lg. bowl combine .5 t. salt, masa & pk. boulion. Combine oil & 3/4 c. water in a measuring cup. Then add to masa & stir well after ea. 1/2 c. To the consistency of thick cake batter. To assemble: Spread 2 T. of masa batter in center of ea. husk. Spoon 1 T. of meat mixture length wise down center of masa; roll. Fold up smaller end & place to the side. Repeat until nothing is left.Using a tamale or veggie steamer in a large pot, place rack 2" above gently boiling water. Arrange tamales upright in steamer basket. Do not pack tightly as the tamales will expand during steaming. Fill in spaces w/ extra husks to keep upright. Cover top of tamales w/ additional husks; cover & steam for 2.5-3 hrs. or until tamales are firm & fall away from husk.
