Drain noodles (leave just enough water to keep them moist) and set aside.In a separate LARGE wok (Dutch oven will do in a pinch), heat garlic and chilies in peanut oil for 2-3 minutes. Add fish sauce, dark soy sauce, Golden Mountain sauce and sugar; mix well. Add chicken and saute' until cooked, about 5 minutes. Add the noodles, tomatoes and bell peppers and cook for another 5 minutes, stirring ingredients until noodles are well-coated in sauce and entire dish is well-mixed.
