Cook penne according to package directions.Stir fry steak, garlic and Hoi sin in oil in skillet until beef is browned. Sprinkle with black pepper. Add bell pepper slivers and boullion. Bring to a boil and simmer for 3 to 5 minutes.Combine soy, corn starch and tabasco in a small cup--mix well.
