How Do I Make Tomatoey Cottage Pie?

Here is how you make Tomatoey Cottage Pie:

Chop the onion finely and fry in the oil for 5 mins until translucent. Add the beef and brown. Add the red wine and reduce for 5 mins at a high heat. Then add the tomatoes, suger, some salt and oxo cubes and simmer for 20 mins on a low heat.While this is simmering peel the potatoes and boil for 15-20 mins. Remove the potatoes from the water and allow to steam dry. Add a chopped green pepper to the mince mixture and then place in a pie dish. Mash the potatoes roughly with the butter (use a potatoe ricer if you have one). Season with salt and black pepper. Spread on top of the mince place in the oven at 170 and bake for 20 mins.
