Preheat oven to 350In a large nonstick skillet, cook meat over medium heat until browned, stirring to crumble. Drain well and return meat to the pan. Stir in salt, pepper, tomato sauce and garlic. Bring to a boil; reduce heat and simmer for 20 minutes. In a small bowl combine sour cream, green onions and cream cheese and set aside.Coat a 2 quart casserole dish with cooking spray and add the pasta. Spread the sour cream mixture over the pasta.
