Here is how you make Beth's Shepherd's Pie:

Dice and boil potatoes until fully cooked. Drain, add 3 tbs butter, milk, salt & pepper and mash.Meanwhile, dice onions & carrots; saute a few minutes, then add beef and saute until cooked with bay leaf, thyme, rosemary and garlic.While beef is cooking, saute other 2 tbs butter and mix in flour; brown. Mix in broth and Worcestershire sauce; whisk on medium heat until gravy forms. Pour gravy into meat mixture. Add defrosted veggies and simmer 10 minutes. Transfer into greased casserole dish, top with mashed potatoes and sprinkle with paprika, if desired.
