Here is how you make Shephard's Pie:

Boil potatoes for 15 minutesMeanwhile, saute onions, celery and garlic in tsp of olive oil. Add beef to brown. Once browned, add frozen veggies. Heat until thawed, then add cream of celery and some milk until it reached desired creaminess. When the potatoes are finished, drain and mash with butter and milk. Add salt and pepper to taste in both potatoes and meat/veggie mixture.Pour meat/veggie mixture into greased baking dish. Top with mashed potatoes and sprinkle cheese on.Bake in 350 degree oven for 15 minutes. Turn on broiler and broil until the top is golden brown and bubbly.
