Here is how you make Shep's Shepherds Pie:

Brown ground beef over medium high heat. Add garlic and cook for 2 minutes. Add flour and stir in. Add broth and stir briskly as it thickens. Continue adding broth until gravy is desired consistency. Add seasonings and simmer. Stir in frozen peas and carrots.Spray cake pan with cooking spray, then add hamburger gravy mixture. Spoon mashed potatoes over gravy until covered.Put in oven at 350 degrees for 25 minutes until potatoes are browned on top. Let set for 5-10 minutes to set and serve.
