Heat a large skillet over medium-high heat and cook the bacon until almost crisp. Drain on paper towels. Do not drain the bacon fat from the skillet. 2. Carefully add the diced red potatoes to the hot skillet and cook until almost browned. Remove from the skillet and drain on paper towels. 3. In a large soup kettle, slowly melt the butter. Add the flour, a bit at a time, stirring constantly to form a paste. Sprinkle with salt and pepper. 4 . Over medium-high heat, slowly add the milk stirring as you add until all the milk has been mixed in. Heat to boining and boil for two minutes, stirring constantly. Turn off the heat. Stir in the chopped green onions, and the sour cream. 5 . Add the cooked bacon and the cooked potatoes to the milk mixture in the soup kettle. Stir well. 6. Allow to simmer for an hour, or until the potatoes are cooked. The chowder may also be put into a crock pot and allowed to cook on LOW until ready to serve, usually about 3 hours.
