Peel and cube potatoes, place in pot and cover with water (2 inches above potato). Bring to a boil until potatoes are tender but not falling apart. Reduce to low heat. Whisk flour into 1/2 cup water until dissolved. Stirring constantly, but carefully so you don't mash potatoes, add the dissolved flour and water into pot of potatoes. Let simmer for a few minutes until thickened. Add more flour for thicker potatoes and more water for thinner. Add milk, salt, pepper (to taste), onion powder, and butter.
