Here is how you make Loaded Scalloped Potatoes:

Melt the butter and stir in the flour. Wisk in the cold milk until smooth. Season with the salt and cayenne pepper. Heat over medium, stirring constantly, until smooth. Stir in one cup of the cheese, sour cream, chives, bacon bits, and stir until smooth and creamy. Grease a 9 by 13 inch dish with butter. Layer 1/2 the potatoes inside the dish and pour 1/2 the cheese sauce over the potatoes. Layer with remaining potatoes and the other 1/2 of the cheese sauce. Bake at 350 degrees for one hour or until potatoes are fork tender. Remove from the oven and sprinkle with the paprika. Refrigerate leftovers. Serving Size: Makes 4 servings
