When onions have begun to soften, stir in milk and add flour. Whisk flour until dissolved. Heat over medium in uncovered saucepan until mixture has thickened (5-7 minutes). Add salt and pepper to taste.Thinly slice potatoes width-wise (like potato chips) and set aside. Coat a 9" by 9" clear baking dish with non-stick spray (I use Misto* with vegetable oil rather than Pam or an artificially flavored spray)Add cheese to onion mixture in saucepan and let melt completely. Remove from heat to prepare to layer in dish.When mixture has thickened put a very thin layer in the bottom of the dish.
