Wash rice and dry well. Heat oil in a heavy skillet; add rice and cook stirring constantly for about 10 minutes or until lightly browned. Add meat, onion, garlic, salt and pepper. Cook stirring frequently, about 10 minutes or until browned. Add tomato juice, and water. Simmer over low heat for 15 to 20 minutes or till rice is tender. Add more water if needed. Add cheese.
