Brown ground beef in a large skillet. Drain fat. Add water and taco seasoning. Mix well and cook for 1 minute. Add beans, Rotel tomatoes, and peppers. Let simmer for about 5 minutes. Add rice. Bring back to a boil. Cover and reduce heat to medium-low. Simmer for 5 minutes. Turn off heat and let stand for another 5 minutes. Serve with crushed tortilla chips on top.
