Makes 6 large servingsCombine the oil and flour in a medium size pot and set over medium heat. Cook, stirring frequently, until the mixture is golden brown, about 3 - 4 minutes. Add the onion, the celery, the green peppers, the garlic, the cumin, the cayenne and the thyme and cook for 2 - 3 minutes to blend the flavours. Mix in the tomato paste and then very slowly mix in the diced tomatoes.
