Heat large sauce pot over medium heat, spray with cooking spray. Add meat and cook meat, strirring now and then to break meat up and keep from sticking, until no longer pink. Add inios, green peppers and 1/2 the spices, cook until onions and peppers are soft. Add marinara sauce and tomatoes ans rest of spices. Reduce heat to low and simmer for about an hour, uncovered. May put a splatter screen or paper towel over pot to reduce splatter.
