Add garlic and red pepper flakes and cook until fragrant, about a minute. Add the tomatoes and simmer 5-10 minutes, stirring occasionally, or until the tomatoes soften and begin to break up. Add water and pasta; cover and increase heat to a medium simmer. Cook, stirring frequently, 10-15 minutes, or until pasta is cooked to desired firmness. Mix in Parmesan cheese and stir to combine. Season with salt and pepper as desired. Sprinkle mozzarella cheese evenly on top and cover until cheese has melted.
