Take powders and pepper and cheese and mix in a bag. In a bowl melt the butter and add lemon juice.In a baking dish, put a sheet of aluminum foil. Put a tsp of the butter mix on the sheet. Put the tilapia fillets in the bag (one at a time works best) and coat thoroughly with the cheese mix. Once coated, place in baking dish. Pour the rest of the butter mixture over the tilapia, then fold the foil over the fillets.
