Trim the fat from the beef, set aside.Cook the onion and garlic in the butter until soft.Add the beef and carrot, brown the beef.Add the broth and barley, stir and cover, simmer 20 minutes or until barley is cooked. (barley is like rice, so don't lift the lid!)Add raisins, curry powder, bean sprouts, water, milk and orange juice, simmer 5 minutes more.
