Brown the ground beef over medium high heat and drain fat in colander and rinse with hot water.Return ground beef to a large pot over med heat and add fat-free refried beans. Mix well into ground beef.Once beans are more liquid, add all other ingredients. Bring to a boil, then cover and reduce heat to med low and simmer for 30 minutes. Stir every once in awhile to make sure not sticking.
