in large skillet or dutch oven melt 1 T. butter, and sweat ( on fairly low heat) garlic and jalapeno, add rice and saute for 3 minutes and deglaze the pan with the wine. cook until wine is almost all the way cooked into rice, add one cup of chicken stock, and let cook down, add all remaining spices, except the cilantro and lime juice. add remaining stock and cook on low covered until rice is creamy and cooked. add lime juice and cilantro, and stir until all is combined. 1.4 cup to half cup servings.
