Preheat oven to 350 degrees. Cook rice according to package directions. Spray 3 quart baking dish and set aside.Heat oil in a nonstick pot and saute' onions until soft. Add garlic, celery, jalepeno, and meat. Cook until meat is done. Add beans, cumin, chili powder, salsa and water. Cook until blended together. Spread half of the rice in baking dish.
