Stir together the flour, oats, brown sugar, and cinnamon until blended. Using a pastry blender or 2 knives, cut butter until the mixture forms large coarse crumbs the size of peas. Remove 2 cups of this mixture and set a side. Butter a 9 inch square pan and press the remaining crumb mixture into the bottom of the pan. Drop teaspoons of the jam evenly over the crust, then spread lightly with a knife. Sprinkle remaining crumb mixture over the jam. Bake until the top is lightly browned, about 50 minutes.
