Heat oven to 450 degrees. Place a 10 inch cast iron skillet on middle rack and heat for 10 minutes. Spread cornmeal on rimmed baking sheet and toast in oven on lower rack for about 5 minutes until lightly toasted.While cornmeal is toasting, in a small bowl, whisk together sugar, baking powder, baking soda, and salt. Set aside.Transfer toasted cornmeal to a large bowl and whisk in sour cream and milk. Set aside. Pour oil in hot skillet and warm for a few minutes.
