Mix the olive oil, vinegar, basil, celery seed and garlic together. Finely dice the green onions, celery and sweet green pepper and stir them into the oil and vinegar mixture. This part can be prepared ahead. Chop (or slice) the tomatoes just before eating to prevent them from being mushy. Stir together and serve.
