Coat 2 quart baking dish with cooking spray. Arrange hash browns evenly in the dish. Sprinkle with cheese, ham, and green onion. In a medium bowl combine eggs, milk, 1/8 tsp salt and 1/8 tsp pepper. Pour egg mixture over layers in dish. Bake uncovered in a 350 degree oven for 40 minutes or until a knife inserted near center comes out clean.
