Stir milk powder & water until paste. Microwave on high for 45 seconds until hot but not boiling. Stir in sucralose. Cover & store in refrigerator. Chill at least 2 hours.Over medium heat combine milk mixture [sweetened condensed milk substitute] & marshmallow creme, Stir in chips & mix until melted. Add vanilla & dry ingredients.
