In a mixing bowl beat butter until softened. Add about half of the flour, brown sugar, granulated sugar, egg, baking powder, cinnamon, cloves, and vanilla. Beat until combined, scraping sides of bowl occasionally. Beat or stir in remaining flour. Stir in oats, carrots (and raisins-optional 1/2 cup). Drop dough by rounded teaspoons about 2 inches apart on an un greased cookie sheet. Bake at 375 degrees for about 10 to 12 minutes or until edges are golden. Remove from baking sheet.
