How Do I Make Low Carb Empanadas?

Here is how you make Low Carb Empanadas:

Brown ground beef add all ingredients except mozzarella, cream cheese, 1 tsp garlic powder, baking powder, 1 egg and almond flour. In separate pan melt mozzarella and cream cheese. Remove pan from heat, add dry ingredients, then add egg, mix until you have a nice dough. Form dough into balls and roll flat. Scoop filling onto dough fold over and seal. Use a fork to make decorative indents.
