In large kettle mix egg yolks, milk, fat free half and half and 1/2 cup sugar. Cook and stir over medium heat until mixture just coats a metal spoon. Remove from heat. Place pan in sink of ice water and stir for 2 minutes. Stir in vanilla. Cover and chill for a least 4 hours or up to 24 hours. Just before serving fold in Cool Whip and add nutmeg to taste.
