In a large bowl, combine cereal, protein powder, and raisins. In a small saucepan over medium heat, stir together the syrup & Splenda. Bring to a boil, then remove from heat and stir in the peanut butter until well blended. Pour the peanut butter mixure over the cereal mixture and stir well. Add the chocolate chips and stir again. Press into the prepared pan. Allow to cool until firm, then cut into bars.
