Add first 3 ingredients, 3 cups sugar, 1 1/2 cups milk & 2/3 cup Hershey's Cocoa. into medium pan (a non non-stick pan works best), cook on med/high until reaches 240* (not before)Take off stove, put on pot holder till cools down, put in butter & vanilla. Whip with beater until it starts to ripple. (if you wait too long, it may be to hard to get out of pan) Pour into greased baking sheet. Let cool. Cut into 36 or more pieces.
