Here is how you make Easy Pumpkin Chia Muffins:

Combine chia seeds with water (just don't use tap water because the chia will pick up the taste of any impurities). Add vanilla and stir well. Set aside for about ten minutes, stirring occasionally. In a large mixing bowl, combine cake mix, spices and canned pumpkin. Fold in chia mixture. Batter will be very thick. If you think it is too thick, add a tablespoon or two of water.
