Preheat oven to 350. Soak raisins in hot water to plump; drain. Combine dry ingredients in large mixing bowl (whole wheat flour thru cardamon) . In separate bowl, combine pumpkin, eggs, egg whites, & apple sauce. Add wet ingredients to dry; mix then add raisins. Prepare muffin tins with cooking spray or use foil liners. Fill tins 2/3rds full.
