Line a cookie sheet with parchment paper, or spray with nonstickspray.In a small bowl, combine the vinegar-milk mixture, agave nectar, oil and vanilla; whisk to blendwell, then stir in the orange zest and raisins. Set aside.In a medium bowl, sift together the flour, baking powder, baking soda and salt. Pour the wetingredients over the dry and stir to mix well; do not overmix. The dough will be thick and sticky.Using a large ice cream scoop or 1/3 cup (80 ml) measuring cup, drop mounds of dough onto thecookie sheet about 2 inches (5 cm) apart.
