Here is how you make Scottish Oatcakes:

Combine first 7 ingredients. Cut in margarine until mixture is course and crumbly. add water and mix. Mixture will be sticky...if too wet add a small amount of flour to help dry the mixture out. Place between 2 lightly floured sheets of parchment. I use the oat bran here instead of flour. Chill in freezer for 5 min. Roll out dough between parchment until it is approx. 1/4" thick. Lift top layer of parchment and cut into shapes. Bake for 10-12 minutes in a preheated 350* oven.
