In a large kettle, combine broth and vegetables. Bring to a boil. Add chicken. Cover and simmer for 25 minutes until chicken and vegetables are done. In a saucepan, melt butter; stir in flour. Gradually add milk; cook and stir until thickened. Stir into vegetable and chicken mixture. Add pepper and thyme.; heat through. Garnish with parsley.
