Melt butter in stock pot over medium heat-high heat. Add the carrots, onion, celery and rice. Cook, stirring occasionally, until onions are translucent, about 7-8 minutes. Add the flour and minced garlic and mix well. Cook for 1-2 minutes, making sure to scrape the bottom of pot. Add in the chicken stock and bring to boil. Continue to simmer, covered, for 10 minutes.
